Strategic Planning
Joint strategic planning is a prerequisite for the development of sustainable working arrangements and effective support mechanisms for young people. Consortia and their partner organisations will need to consider how best to develop an area-wide approach to the delivery of advice and guidance and aspects of information and careers education. Strategic considerations include:
- Identifying young people’s needs – to ensure that provision meets young people’s needs, that their needs take priority over any vested interests and that provision does not focus only on transition points and immediate learning choices
- generating a shared understanding of the purpose, objectives and desired outcomes of collaborative arrangements for IAG and underpinning careers education programmes – to guide developments, create a shared sense of ownership and a strong commitment to partnership working
- clarifying existing provision and associated support – to obtain a clear picture of the current state of play and to identify strengths, weaknesses, development opportunities and associated action to improve
- agreeing operational details – to clarify roles, responsibilities, financial and other resource commitments; to establish communication strategies, policies, codes of practice and protocols; to develop standardised processes, resources and support materials providing structured support, including training, for those developing and delivering IAG and careers education – to build capacity and skills and ensure that staff and others have the necessary resources to support young people
- agreeing operational details – to clarify roles, responsibilities, financial and other resource commitments; to establish communication strategies, policies, codes of practice and protocols; to develop standardised processes, resources and support materials
- providing structured support, including training, for those developing and delivering IAG and careers education – to build capacity and skills and ensure that staff and others have the necessary resources to support young people
- securing the structured involvement of key stakeholders, including young people, parents, carers and employers – to facilitate their participation, establish what works well and where changes are needed, and enable them to play an active part in the design, delivery and evaluation of IAG and careers education
- establishing quality assurance procedures based on a shared set of expectations, accurate data and the systematic monitoring and analysis of young people’s, consortia, organisational and employers’ needs – to secure continuous improvement in provision and practice.

- Which require further attention and why?
- Which have highest priority in terms of supporting developments and improving provision and practice? Why?
- What, if anything, could you do to improve the situation?
